Overall, Miami-Dade County is governed under Florida law and its own Home Rule Charter. The county is made up of a large unincorporated area as well as more than 30 municipalities or incorporated areas, many with their own government and city services. 

This creates a two-tier system of government. The county provides certain services, such as those involving transportation and public housing, while the local municipalities provide services such as police, fire and rescue, and zoning enforcement. Day-to-day operations fall under the oversight of a County Manager appointed by the Mayor. In the Eleventh Judicial Circuit of Florida, the Circuit Civil Division tries cases filed by individuals and businesses where the damages are calculated at an amount over $30,000. Many personal injury cases, especially those with catastrophic injuries, would be heard by courts in this division.
